You have mentioned that farm animals and agriculture product quite a significant level of green house gases.  
 
I think the only viable solution to tackle the worst offender is by changing the agriculture industry to an organic one. The best solution would be to stop the animal farming for food and turn them into more organic farms. We all heard the news that we could feed the whole world if we stop producing meat.
